  • Even in a middle-income country, the health system is struggling to retain sufficient numbers of skilled health workers in the public sector. Poor monitoring and management of skill combinations exacerbate this problem. 
  • It is important to assessing staff requirements not just in terms of professional nurses, but in terms of the whole team. Supporting staff who affect the workload of proffesional nurses did not reflected by using the ratio of patiens to professional nurses as indicator.
